Launching
of China Clean Development Fund collection management information system

EnviSolve was entrusted by China CDM Fund Center to develop a management
information system for tracing CDM projects progresses and CERs issuance.
According to China CDM Regulations issued by the State Council, the CDM
Fund Center administered by Ministry of Finance is entitled to collect a
percentage of the amount for each deal of carbon trade from project
owners.
The information system developed by the EnviSolve incorporated the
whole process and flow of a deal early from PDD development to CERs
issuance. It assists the fund collectors to plan their collection work
based on the incorporated process and flow of a deal, and then
automatically compare their plans with the progresses of a deal so as to
support the decision making of the fund collectors.
The system can also generate different types of tables and charts
reflecting the status and trend of fund collection up to date, which is
important for the center to plan and control the use of the fund.
EnviSolve has conducted a series of trainings to the center staff on
how to use the system. The system has now been installed, tested, and
formally launched. The center management requires its staff using the
system everyday to guide, plan, and record their daily work. So far, no
major bugs have been reported from the staff.
The development of the management information system is an output of
the technical assistance funded by Asian Development Bank to the center to
build its institutional capacity.
