Study on application of public-private partnership in
POPs waste management and disposal

This study is one of three subcontracts under the project preparation
grant (PPG) for the GEF full-sized project ¡°Environmentally Sound
Management and Disposal of Obsolete POPs Pesticides and Other POPs
Wastes¡±. The objective of this study is to explore the potential for the
private sector to participate in the delivery of infrastructure and
services needed for sound management and disposal of POPs wastes in a most
cost-effective way. The results of the study will be used to support the
development and implementation of the GEF full-sized project.
The study will look into the whole process from identification,
collection, storage, transportation, and disposal of high-strengthen POPs
wastes, including obsolete POPs pesticides and dioxin rich fly ashes from
medical waste incineration process.
The study will not include contaminated soils and fly ashes from other
incineration process, but will make a preliminary assessment of the
applicability of the recommendations to their management and disposal.
This study will not make any on-site investigation of the amount and
distribution of the targeted wastes. It will make analysis based on the
data provided by a subcontract titled ¡°Investigation on POPs Wastes¡±.
The study will interact with the subcontractor for management and policy
study under the PPG by making supplementary rather than conflicting
recommendations for the use of policy instruments, as PPP study will
involve many policy aspects too.
Trusted by the Stockholm Convention Implementation Office of Ministry of
Environmental Protection, EnviSolve will establish a special study team
for implementing this subcontract.
The study team will first collect data and review literature regarding the
successful international and domestic experience in application of PPPs in
sectors including transportation, water and solid wastes. Key elements of
PPPs in these sectors such as pricing regulations and tariff policy
design, policies for promoting PPP, and contractual arrangements will be
reviewed and analyzed.
Based on the study results from the other two subcontracts for inventory
study and policy and management regime study, the study team will carry
out comparative study to analyze the applicability of the successful
experience in assisting the government to realize environmentally sound
management and disposal of obsolete POPs pesticides and other POPs wastes.
At the end, the project team will come up with conclusions and
recommendations on how to structure and implement PPPs for this GEF
full-sized project. Figure 1 provides an outline of the study methodology.
The study is expected to be completed by the end of September.
